The Public Service Commission of Wisconsin (PSC) is currently reviewing the state’s rules for metering units in multifamily buildings. You can submit public comments now through March 24th, and your support can make a real difference in shaping the PSC’s decision.
Implementing clean energy technology in multifamily buildings (such as apartments, condos, and co-ops) can be more challenging compared to other types of residential buildings. Wisconsin’s current regulations (PSC 113.0803) prioritize electric meters for each individual housing unit. This metering system can increase installation costs and ongoing energy expenses for buildings equipped with solar panels, heat pumps, and other clean energy technologies. Outdated metering policies in Wisconsin have led to many residents of multifamily buildings being excluded from the financial, health, and environmental advantages that clean energy provides.

I am writing to express my strong support for updating the state’s multifamily electric metering rules under PSC 113.0803. The current rules limit the deployment of clean energy technology in multifamily buildings, making it harder for Wisconsin to meet its clean energy goals. These rules are outdated and prevent many residents from benefiting from the financial, health, and environmental benefits clean energy technology offers. Additionally, because low-income households and individuals are more likely to reside in multifamily buildings, these populations are disproportionately left behind in the clean energy transition.
Updates to the state’s multifamily electric metering rules would also be a critical step towards meeting our state’s clean energy goals. With lower installation costs and less inconvenience for both owners and tenants, building owners will be more likely to make the transition to clean energy technologies. In high-density neighborhoods where multifamily units make up the majority of housing, this would have a major impact on a city’s energy transition, air quality, and emissions.
